Help! Im stuck in the age gap of employment!?

I'm currently stuck in the worst month for employment of my life. I'm one month away from my 18th birthday, and in desperate need of money. And I mean desperate. I have tuition payments, car insurance payments, need gas money, etc. and I can't seem to find a job! I have put it over 30 applications so far and have only been called about one and I was rejected because of my age. The child labor laws in my state have made it close to impossible for minors to get a job because the individual place of business has to have a permit to hire minors, instead of the minor obtaining the permit, and that permit costs the company money, which puts the company off from hiring minors. Bad idea in my book.. I'm just stuck in a rut and can't find anything at the moment.. I have even lied about my age on online applications to get a job, and nothing.. I have previous experience, and I even have a resume. I need a job and NOW!! Any ideas on where to look and what to do?
