Can rooftop air conditioning units cause structural damage?

say if someone sets the thermostat real low in summer and the cooling units work longer. Also, do you think there should be a law as to how low you can set the temperature in a public building, say 78 deg.F. for summer cooling, seeing how humans are basically alike with a normal functioning body temp. of 98.6 deg. F, and all the current awareness of energy conservation?
