An ac company is trying to scam me need some help?

My rooftop air conditioner is not blowing cold air its turning on and blowing air but that's it. its a heat pump about 5 years old and is not a split system. the company sent a tech who right from the start I did not trust.After he looked at it he said the condenser fan motor bearings were bad and would be about $850.00 to change it. I declined his service and after he left i went up and checked the fan motor and found nothing wrong. spun freely, no play in the shaft, no noises. If the fan is not even coming on when the unit is started could that be the capacitor ? How can i check it ? It does not have any visual problem like swelled up or leaking anything. What info is needed to get the right one for replacement?
